Mission Statement
The mission of the Boulder OEM partnership is to develop, coordinate and lead a comprehensive emergency management program, enabling effective preparation for and efficient response to emergencies and disasters, in order to save lives, reduce human suffering and protect resources.

The Office of Emergency Management (OEM) coordinates the activities of volunteer, public and private agencies in emergency planning, mobilizing, and direction of emergency preparedness personnel in response to and recovery from disasters or emergencies. The OEM develops plans, programs and training for response to emergencies in the City and County of Boulder. The OEM obtains assistance and resources from federal, state, local, public and private agencies.

The OEM is funded and staffed jointly by the Boulder County Sheriff and City of Boulder, with additional support from the Federal Emergency Management Agency through the State Office of Emergency Management.

The purpose of the Emergency Operations Plan is to delineate task assignments and responsibilities for the operational actions that will be taken prior to, during, and following an emergency or disaster affecting local government in order to alleviate suffering, save lives and protect property.

The OEM encourages citizens to plan and prepare for unexpected disasters or emergencies. Citizens need to have their own family emergency plan and disaster supply kit in the event of an emergency or disaster.

Types of emergencies or disasters that may occur in the City of Boulder and Boulder County include natural and human-caused events. Flash floods pose the greatest natural threat to Boulder city and county. Other natural hazards that occur include wildfire, severe weather events such as tornadoes, lightning, high winds, hail, snowstorms and drought. Human-caused disasters include hazardous material spills, fire, civil disturbance, terrorism and nuclear attack.
